SS 40231 Low Risk, Low Impact Micro-Credential

This is a nationally recognised micro-credential run by Elite Safety Training (NZQA-approved PTE) replacing the former Inspector Warrant role as of 30 June 2025. It equips learners with the skills to safely plan for, and carry out, low risk / low impact work within the road reserve.

This programme is delivered in a blended learning format (e-learning and log book of TTM activities completed before the workshop and  interactive in person/online workshops and practical assessment).

There is no pre-requisite for this workshop, however learners must have access to a relevant workplace or ability to complete the log book as needed.  You must be a NZ citizen, NZ permanent Resident or on a valid work visa where you employer requires you to complete this training as part of your role.

 

Who Should Attend:

This programme is designed for people needing to access or work in the road corridor for low risk, low impact activities, examples may include:

  • Grounds & Maintenance: Landscaping and gardening contractors, council parks and reserves teams, weed spraying and vegetation control staff.
  • Inspections & Audits: TTM auditors, council employees, planners, engineers, and designers undertaking site visits, surveys, or hazard ID.
  • Surveying & Monitoring: Surveyors, environmental or traffic monitoring staff, installers of traffic counting devices.
  • Construction & Property Services: Builders, tradespeople, fencing and paving contractors carrying out non-invasive works near verges or footpaths.
  • Utilities & Infrastructure: Staff checking meters, servicing cabinets or streetlights, minor inspections, lines operators or smart meter installations.
  • Facility & Asset Management: Property maintenance firms, signage crews, security technicians, rubbish/recycling collection, or litter retrieval.
  • Environmental & Cleaning Services: Street cleaning, window or building facade cleaning, bus stop cleaning, graffiti removal, pest control, animal control.
  • Transport & Delivery: Couriers or logistics staff with temporary roadside stops.
  • Anyone who needs to be within the road corridor but not set up static worksites.

If you are involved in installation of TTM closures on the live lane, which could include inspections/non invasive work,  you may need to look at the TMO / STMS qualifications for this.
